IS BUSH ENABLING TERRORISTS TO SET UP SHOP IN AMERICA?

I am a fairly tolerant guy except where hypocrisy is concerned!
Someone needs to tell President Bush and Vice President Cheney that they can not have it both ways!
The President is often quoted as saying, "We are fighting the terrorists over there so that we won't have to fight them over here!" It is the sort of slogan that reminds of a slick commercial for laundry detergent or a laxative that upon analysis makes no sense! Let's review the facts. On September 11, 2001 four airliners were hijacked. All four airliners took off from airports located within the United States. All of the 19 terrorists who participated in these hijackings that initiated the worst terrorist attack in the history of our nation were aliens who had entered the United States through ports of entry. Other terrorist attacks had been previously carried out by other aliens who had managed to enter our country and attack or attempt to attack targets of value within the United States.
On February 26, 1993 the World Trade Center complex came under a bomb attack that caused the death of 6 innocent victims and the injury to hundreds if not thousands of people who found themselves in the wrong place at the wrong time. Damage to the World Trade Center complex was estimated at one half billion dollars and one of the towers was nearly brought down sideways. Had that happened, an office building that had 110 floors and stood nearly a quarter of a mile high would have collided with the other tower that may well have caused other buildings to topple in a domino-like chain reaction. The damage would have far and away eclipsed the disastrous attacks of September 11, 2001 on that very same complex. The death toll would have been far greater and the damage might well have included a rupturing of the sea-wall that kept the Hudson River waters from flooding the foundation of what had been the World Trade Center. Lower Manhattan would have been flooded including Wall Street. The subways that provide major transportation for much of New York City would have been flooded in lower Manhattan disrupting much of the subway service in Manhattan and elsewhere.
On the morning of January 25, 1993, about one month before that first attack on the World Trade Center, a Pakistani national by the name of Mir Aimal Kansi stopped his car near CIA Headquarters and opened fire with an AK-47 on random cars heading into the CIA complex. When the smoke cleared, two CIA officials were dead and three more were injured. Kansi had entered the United States with an altered passport. He had worked in the United States as a courier, a job that enabled him to purportedly enter the CIA on previous occasions. He was well educated and apparently harbored great animosity for the United States.
There have been other attacks in the United States and outside the United States on targets of importance to the United States as well. Rather than enumerate all of these attacks, suffice it to say that in order to attack the United States, the terrorists first had to gain entry into our country and then embed themselves in the United States as they methodically put together their plans to create as much destruction and carnage as possible. Members of the 911 Commission staff put together a report entitled, “9/11 and Terrorist Travel, A Staff Report of the National Commission on Terrorist Attacks Upon the United States” that on page 49 of that report contains a sentence that reads, “Thus abuse of the immigration system and a lack of interior immigration enforcement were unwittingly working together to support terrorist activity.” This page incidentally is contained in the chapter entitled, “Terrorist Travel and Embedding Tactics.”

The 911 Commission was troubled by the Visa Waiver Program that enables aliens from 27 countries to enter the United States without first applying for visas yet, the President recently called for expanding this dangerous program. So while we need to remove our shoes before we can board airliners because we know that a British citizen, Richard Reid, the so-called "Shoe Bomber" secreted explosives in his shoes; while we can no longer bring fluids on board airliners because terror suspects arrested in England were planning to bring binary liquid bombs on board airliners that consisted of liquids that were innocuous by themselves but created a highly volatile explosive cocktail when combined on board the airliner, none of these British citizens needed visas to board airliners destined to the United States nor would they have needed visas in order to seek entry into our country.
If, as the President likes to say, "We are fighting them (the terrorists) over there so that we won't have to fight them over here" why are we often searched in public buildings such as government buildings? Why was the Patriot Act passed and then renewed that impacts our expectations of privacy within our own country? Why is the military engaged in conducting investigations within our country? Clearly the concern is that there are terrorists who are, indeed, operating within our country even as you read this commentary. Robert Mueller, the Director of the FBI has testified about his concerns about "sleeper cells" operating in the United States. A sleeper agent, as you may know, is an alien who enters our country either legally or legally, openly or surreptitiously and then "goes to ground" establishing an unremarkable existence for himself that enables him/her to hide in plain sight. Such sleeper agents take nondescript jobs such as the messenger job that Kansi took in Virginia before he opened fire with his AK-47 on random employees of the CIA. Whenever you read about terrorism suspects who are arrested virtually anywhere in the world, you will notice that none of them are found hiding in holes in the ground or in someone's attic. They are inevitably described by the job that they held when they were taken into custody. Terror suspects have worked in used car lots, driven cabs, school buses and ice cream trucks, they have taught school and attended school.
In calling for the creation of a Guest Worker Amnesty program, the President has often repeated the point that such a program would enable aliens to take the jobs that Americans won't do (an insult to hard working Americans with whom he obviously does not relate), so that law enforcement officials can go after the terrorists. In point of fact, I have a question, do you know what a terrorist does a day or two before he participates in an attack in the country in which he has embedded himself? He goes to work at the job he has held for the past several months or even years, hiding in plain sight.
There are anywhere from 12 million to 20 million illegal aliens in our country today. We know so little about them and their identities that estimates of the true numbers are all over the map! There are hundreds of thousands of criminal aliens among them in communities across our country. There are about 3,000 special agents at ICE who are dedicated to enforcing the immigration laws for the entire United States of America and they are not only looking for illegal aliens and absconders. They are also supposed to go after immigration fraud rings, both those criminal organization that crank our altered and counterfeit immigration and identity documents as well as schemes that enable aliens to game the system and become resident aliens and United States citizens. These agents are also supposed to investigate alien smuggling and human trafficking organizations, identify aliens who illegally reenter the United States after they are deported and seek to arrest them and seek their prosecution and ultimate removal from our country. These agents are also supposed to assist in task force investigation relating to terrorism, narcotics and gang-related investigations. Since the creation of DHS the newly hired agents of ICE are no longer receiving the Spanish language training that had been mandated for all former INS special agents. (You cannot investigate individuals you are unable to communicate with.)

All of these issues plague and hobble efforts to protect our nation from within our borders, yet the President continues to point to the War on Terror to seek more money for more troops to go in harms way overseas while neglecting the commonsense measures that would go a long way to making our nation truly secure up close and in person! I have no military background and I do not profess to know if more troops should be sent to the Middle East. In this area, my opinion is no better than any other "average citizen." However, where the immigration issue is concerned, I am flat out alarmed that our nation is still relying on National Guard troops on our nation's border with Mexico when by now, more than 5 years after 9/11 the United States had much more than an ample opportunity to hire, train and deploy the necessary number of Border Patrol agents to secure that often violent and lawless border that imperils our nation's security and the safety of our citizens. I am similarly outraged that 5 years after the attacks of September 11, 2001, ICE has fewer than 10% of the number of special agents dedicated to enforcing the immigration laws for the entire United States of America as the New York City Police Department has police officers to protect the 8 million residents of the City of New York!

If the administration wants to talk about the "War on Terror" then they need to explain what they have not done to protect us right here and right now! It is time that "We the People" demand these answers and not just from President Bush and members of his administration but from all politicians who want a Guest Worker Amnesty Program. That includes such "leaders" as Ted Kennedy, John McCain, Nancy Pelosi, Harry Reid and all the other "usual suspects!" Lead, follow or get out of the way!

Michael W. Cutler graduated from Brooklyn College of the City University of New York in 1971 with a B.A. in Communications Arts and Sciences. Mr. Cutler began working for the Immigration and Naturalization Service (INS) in October 1971 when he entered on duty as an Immigration Inspector assigned to John F. Kennedy International Airport. In August 1975 he became a Criminal Investigator (Special Agent) for the INS at NYC.

He retired from the INS in February 2002, after a career that spanned some 30 years.
